[cmNOG] [DNSsec] Yearly AFRICAN DNSSEC MONITORING REPORT

Not surprised at all, all those countries you see in the list, are the
countries where more focus is given to technical and making things happen.

In #237, we are more attracted by politics and distraction.

Hopefully, we finally get things rolling,  we have the potential.
