[cmNOG] IXP in Brazil

Yes was supposed to be the first alternative route to link US and africa
directly but Angola cable manage to complete a similar project before
Camtel and the Angola cable SACS made landfall in Fortaleza 2 month ago on
the same Fortaleza where SAIL will land.
